If all tests pass, I would suggest su'ing to the web user, changing to the directory containing cvsmonitor.pl, and running it directly from the console.
./cvsmonitor.pl
No arguments are needed.
Regardless of whether the app runs or not I would recommend filing this as a bug.

Hi,
I have installed CVSMONITOR 0.6.2 on LINUX RED HAT 7.2.
I satisfactorily completed the tasks of setup, but when attempt to execute cvsmonitor.pl for the first time, nothing happens.
The Apache Server does not indicate any error.
That it can be happening?
