#71 Changing a file's state misrepresented as removal

When changing a file's state (Exp, Stab, Rel, etc.) via
the cvs admin command (cvs admin -s Stab file.ext)
CVSmonitor believes that the file was deleted and adds
the entire length of the file to the deleted stats.

Editing four lines of code, checking it in results in
the normal +4 -4 expected, but then changing the file's
state from Exp to Stab, CVSmonitor reports the
ChangeSet as +4 -(length of file) while adding the
"(removed)" tag to the revision number.

This as of CVSmonitor 0.6.3.

Eeek. People even use those states? :)

I'd only used Exp because that's all I'd ever seen.

The action detection code has been upgraded to look for
'dead' or ! 'dead' now. The fix for this issue should appear
    in 0.7, due in October(ish).
