#70 No logs if cvsexec failed to start

cvsexec failed to start on my system due to a bad
library symlink. Unfortunately, no log files appear
and no error is generated when this happens.

Is this possible to catch when spawning and display an
error? Perhaps running cvsexec.pl to check for link
errors might be a good thing to do during setup.

Yes, this can be fixed.

When we move to the new error logging code, it should catch
this type of this as well.
