#437 WinCvs windows disappear from the screen.

When dragging windows (workspace, output) around, it
is very easy to lead to the situation when they
disappear from the screen, or when only a bottom
corner of a window is visible, so that there is no way
to resize a window and bring it to where it ought to
be. Even reinstalling WinCvs doesn't help because it
will remember its screwed-up settings somewhere.

At the very least, there should be an option
to "restore layout" or something of this sort, to
bring all windows back in place.

Ideally, a window would NEVER completely disappear
from the screen as a result of moving it around unless
it is explicitly turned off in the menu. It should
also always be possible to resize a window.

    That would be a feature. It's how Windows works, but reset
    layout is not a bad idea.
