#429 Supports Binary Delta.

Extend WinCvs so that it supports Binary Delta.

I think this could be
- either in the global preferences so that every new
binary import/add is normal binary (-kb) or Binary
Delta (-kB)
- either an additional choice when importing and an
additional button/menu for adding.
