#414 Move certain options of "Window" to "View"

Some of the menu items in "Window" really belong in a "View" menu,
this would be more in sync with the conventions used in other mac
applications, like Mail and iChat. Specifically the "File Filter" menu
item would definitely belong in a "View" menu. Also the "Flat Mode"
and "Reload" menu items should go in the "View" menu I think.
