#993 loaded tcl is ignored

WinCVS v2.0.2.4

On startup, "TCL is available, shell is enabled : help (select and press enter)" is displayed in the console. When I type 'info patch' in the console, '8.6a0' is returned and that is the version of Tcl I have installed. Yet, when I go to the Admin->Admin macros or Macros menu items, they both say "shell is not available!"

Umm, yes it is..
