#985 if directories' name are asia character, wincvs can't co

if directories' name are asia character, wincvs 2.1.1(windows xp) can't checkoou. In output window can found the directories' name became odd strings of including '?'.
like this:

cvs -d :pserver:name:password@hide.host/cvs checkout -P -- 兰 ?莺???/2008 ?鋈 周 ?(in directory F:\prjdoc)
