#14 Bug when restricting rights on a revision

Added full access rights for User A for directory dir1.

cvs racl userA:r -r ALL -d dir1

Resulting in the following access file:

d:env:ALL:userA!a:

Added read rights for User B for directory dir1, but
only on revision rev1

cvs racl userB:r -r rev1 -d dir1

Resulting in the following access file:

d:env:rev1:userB!r,userA!a:

Thus User A is limited to the revision also.
If the rules are defined in reverse order, there is no
problem.
