Summary: add home URL into syncmail

Initial Comment:
the file syncmail is copied all over the internet. It
does not say in the file where to go to get updates.

README contains that information, but I've yet to see
this README in anyone's CVSROOT.

I'd recommend you kill off README and put it's contents
into syncmail itself.

It's too bad that it will take forever to propagate as
the sites running the old ones don't have the URL to
get the new one which could include the URL. ;-)
