[Cvs-syncmail] Bug/patch: traceback when CVS/Entries missing

I've just noticed that syncmail bombs with an IOException trying to open
CVS/Entries when adding a directory to an otherwise-empty project.

for details.  I included a patch that fixes the problem for me; it seems
pretty simple, but I'd like someone else (Fred?) to review it before I
check it in.
