[Cvs-syncmail] New features: Prevent diffs, generate CVSWeb URL references

This patch adds two new features:

1. Options -n / --nodiffs prevents diff output even if
the loginfo format string is %{sVv}.

2. Options -l / --links generate URL references to a
CVSWeb service (such as Sourceforge's). Options -w /
--cvsweb and -r / --repo control which CVSWeb service
is to be referenced.

The patch is relative to CVS version 1.29.
