[Cvs-syncmail] Avoiding CVS lock in syncmail

After hacking up a commitinfo script yesterday, it occurred to me that
syncmail should be able to use "rcsdiff" instead of "cvs diff" to
generate diffs, and not run afoul of the CVS lock.  Perhaps the
backgrounding of syncmail could be avoided.

If anyone has time on their hands ;-) it might make a nice project to
see what can be done.
