This is a re-diffed patch with the ACL support that
will likely go into the cvs-nserver in this or that form.

It also supports SSL, but that's not the point of this
patch (there would be an independent implementation of
SSL).

This patch was taken from

and is provided here just for your information,
although it is very usable already.
