Fwd: CVS 1.11.2 Released!

I preliminarily schedule the transition to cvs-1.11.2 somewhere around
mid-May (unless someone could do it earlier).

The only thing that would be added ASAP is the following fix (taken
from the NEWS file):

	* A serious error that allowed read-only users to tag files has been
	corrected.

It's been almost a year since the last release, but CVS 1.11.2 has 
finally been released.  It has quite a few bug fixes and a few
