There're two issues as I stated already.

First of all, we give every project manager in a given repository to
manipulate _all_ the groups inside this particular repository (2Marod:
read this twice and think carefully if this convenient for NS)

The second issue is portability. Currently I implement everything in
perl. It means there will be need either in web interface or in perl
runtime on every manager's WS. Is it Ok?

Basically I agree with that. The simplicity and modularity is the power
