cvs-nserver acl support

Hello,

I test ACL on cvs-nserver but

[lark@sw2 foobar]$ /usr/local/bin/cvs acl access,modify .
cvs [server aborted]: admin is not allowed to manage ACLs

And I notice that cvs-nserver/acl/  is now empty in CVS repository in
cvs.sourceforge.net.

cvs-nserver will not support builtin ACLs any more?
