report for November

I've did the following in November:

- implemented 'cvs ls' subcommand;

- implemented module-level ACL support; together with the 'cvs racl'
  subcommand; test-cases for all those;

- ACL on branches are now mostly supported;

- "CVS Administrator's Guide" started as a separate documentation
  volume;


What I'm expecting in the future: 

- shake out organizational issues regarding the test installation of
  cvs-ncli; have somebody to play with ACLs, and report feedback on
  that;

- continue writing Administrator's Guide;

- fix and finalize all the features we've been working on.
