As per authorized http proxy access -- I think we could post-pone that
until someone actually requests that.  And I think there won't be a
need to enhance the cvs_proxy syntax (though with regexes it's
simple).  We could use simply cvs_proxy_username/cvs_proxy_password,
or explicitly ask for the latter.
