#5 Loaded settings is incomplete when "Char delay" is zero

If "Char delay" setting of CuteCom is 0 (zero) then CuteCom loads not all settings. F.e. "Device" list after load is always empty (in config file it was not empty).

Steps to reproduce:

• in "Device" field enter something;
• "Char delay" set to 0 (zero);
• close CuteCom;
• inspect CuteCom's config file (~/.config/CuteCom/CuteCom.conf) and you will see that entered device is saved;
• start CuteCom again - "Device" field becomes empty.

Actually the problem shows up with any value which is not 1ms, not only 0ms.
