Eric,
Nothing to deal with the timers in conf file;
please read the FAQs and README.

You do not have route from your src-IP
to the target or there's no server running.

ping command has an option to bind to a certain source IP-address
(I mem -I, but read man ping) and ping the destination IP or URL.
