Something is wrong with your network/addresses configuration or DNS.

You have not provided your full configuration file.

The address/es with netmask should be routable to the URL, that you are
testing.
Please, consult you network admin.

As a tip, try to use in curl the same address as the address of your
computer.

Nothing to do with XML body here.
There are HOWTOS for sending XML files. Please, read them.
