I am not sure, that you need all the HEADER sections,
Instead, please, try,
URL= ftp://pavan:pavan@192.170.1.143/tfn.tgz<ftp://pavan:pavan@192.170.1.143/>
Also try running it with -v option and look into the ftp-upload.log file.
Actual headers and traffic you can see in ethereal.
