#14 aclocal is failing

When I am following the steps to build, the very first step "aclocal" is failing with the following message:

' is already registered with AC_CONFIG_FILES.
../../lib/autoconf/status.m4:300: AC_CONFIG_FILES is expanded from...
configure.in:241: the top level
autom4te: /usr/bin/m4 failed with exit status: 1
aclocal: autom4te failed with exit status: 1

I ran into the same problem using Cygwin. The build process has a few problems, but I found the following procedure worked:
1) Convert files to Unix line endings:

dos2unix *
2) Set up libtool
libtoolize
3) Do the steps of the Linux README using the --add-missing flag to automake
