#448 IsolationLevel is not set on server

1. Create CUBRID Connection instance
2. Set a IsolationLevel=TRAN_SERIALIZABLE property for connection
3. Open a connection
4. Check the properties of connection returned by server

Result:
IsolationLevel is still TRAN_COMMIT_CLASS_UNCOMMIT_INSTANCE
