#250 [Perl]add quote function in Perl

cci_escape_string() will escape special characters in a string for use in an SQL statement.
According to [CUBRIDSUS-7207 | http://bts4.nhncorp.com/nhnbts/browse/CUBRIDSUS-7207\], we will add the quote() in Perl driver.
