#11 SSCConsole connects twice

When the SSC starts up it looks for the SSCConsole and the SSCAgents.

However if two SSC's connect to the SSCConsole or Agent then they will log it. This is for security so
that someone won't try to take over the console or agents without someone being notified.

However, because the console is so slow to start up sometimes the SSC will get a chance to connect
twice thus sending the log error. There must be a way to fix this.
