Implement new additions to version 3 of CTS protocol.

GetNextNReff(CtsUrn urn, int n): returns a list of up to n passage references following the CTS URN identified by urn.

GetPrevNReff(CtsUrn urn, int n): does the same things, up to n references preceding urn.
