#74 global hiding of main/panel toolbar

please find a way to hide the main/panel toolbar globaly. i know the sizes can be changed in "look and feel editor".
but 1. always resizing (just for open/reopen) is complicated
and 2. once you "closed" the main toolbar (set 'main toolbar height' to '0'), it isnt possible to "open" it anymore, cause the button 'look and feel settings' isn't available anymore.

i liked the version when we were able to right-click on a panel to open/reopen the toolbars (main and panel, seperately).
