I'd consider it a bug as it's not a normal behavior nor is it helpful in anyway - it assumes the only reason you are zoomed in is to complete one task, and deselecting a selection is accounted for as "completing" a task.

reproducible 100% of the time on current rev 467 in win7

    i can't reproduce this, i select some components, zoom in and de-select them select others, the zoom stays the same.

    most certainly reproducible here on windows 7 x64 running either the 64 or 32 version of ctrlr.
    highly annoying bug... seems the zoom level has a mind of its own.
    I'll zoom in close, click on the bg of my panel and the zoom level resets itself to 100%
