[Ctm-devel] need another table?

So we have a scout_ranks table to link ranks with the scouts that have
earned them.  Do we also need a scout_reqs table to link requirements
with the scouts that have earned them?  I think we do.  If so, ranks
and requirements are looking very similar so far.
