#21 Provide a new build for download

The latest version available for download is 5 years old. Looking at the commit history there may not have been huge activity in the project since then but there have been a couple improvements which haven't been made available to wider public yet. (Personally, I'm very much interested in trying out the improved Latex parser, patched by Jan Larres 2 years ago. The 2009 version is pretty much unusable. If I have a second, I will try to build it myself but building anything is not so straightforward on Windows :/).

I have been successful in merging in all the patches and building it locally, but it is a bit of a pain. Not all of the patches were built off patched versions, and some conflict. I put a comment up on the forum about this (https://sourceforge.net/p/ctags/discussion/20308/thread/c521ff73/?limit=25#74ef) and have had zero response. I'm not sure anyone is actually in control of this project any more.
