#55 UTF16 Support

I was wondering if there were any plans for official UTF16 support. I recently modified ctags to provide limited UTF16 support. It's pretty naive and only works with files that don't use extended character sets, but that's all I needed it to do, I'm not sure what the policy is for becoming a developer and adding features, but I'd be willing to support this feature (in it's limited form) if people are interested.
