#52 povray support in ctags

I wrote a language parser for the POV-Ray raytracer (www.povray.org) and will probably not going to do any further development on this parser. As I understand, there must be a maintainer for a parser to have it included in ctags, therefore I am offering this parser for anyone who wishes to maintain and include it in ctags.

The source code of the language parser is included as an attachment.
