No

processExcludeOption() is used to construct a list
of directories which are excluded from search.

By default the list of this list is directories
EIFGEN and SCCS.

Directory CVS should be added to this list.

I haven't found this necessary, since the names of files
    found in
CVS directories (i.e. *,v) are not recognized by ctags and
    therefore
are not parsed. Why do you believe this to be necessary?

I'm not really concerned with the Repository, ie where the
    CVS files (*,v) are held.

I'm talking about the "Sandbox" side. Within each directory
a directory CVS is created, within this are a number of
control files I don't want scanning.
These have names which are normally avoided.
More annoyingly there is another directory called Base
    which:
"If watches are in use ... stores the original copy of the
    file [under the original name]"
It is these original files in .../CVS/Base/ which I
primarily want to avoid but .../CVS/* would be better.

    Hope this clarifies.

    Thanks for the explanation.
The next release will add RCS and CVS to the default exclude
    list.
