tags everything beginning in column 8 ending in a full-
stop.

That is not as useful as tagging
1) sections
2) data-items

I modified your version, to do so (see attachment)
Maybe you want to include this in one of your next
releases.

    I changed the Cobol parser to a regex-based parser, which
    made it easy to add patterns for the following constructs:
    data items
    groups
    paragraphs
    programs
    sections
    This support will be available in the next release of ctags.
