#372 Can't fine .Catgs file in $HOME

hi Team,

I am trying to add new language into OPENGROK using catgs. But i am not ablt to find the .ctags file. I am using Windows. Kinldy help me to solve this issue. If you have any document to adding new language kinldy share the same.
