#352 Enable comments in ctags config files

WISHLIST:
Cannot currently add comments to ctags configuration files (e.g., /etc/ctags.conf in debian). Please add character/character combination that causes parser to skip remainder of line. If necessary, comment character may only be usable as first character on line.
