--<LANG>-kinds argument has no effect on the contents of the output - all tags are always written.

I've tested it with Ruby, JavaScript, and C. The argument worked only on C file.

When I put the arguments in the .ctags, --list-kinds properly marks the kinds I disabled as [off], so there's nothing wrong with my syntax.

Version used: 5.8 compiled with default parameters, or this one, from the Ubuntu repo:
