#6 Provide an optional property file for fine tuning operation

A property file will be useful for configuring the underlying CSV
Parser engine configuration, as well as some default operation
modes.

Absence of a property file should lead to use of sensible defaults (or
do we fall back on a default property file pre-packaged with the
framework?)
