[Cstk-devonly] New CVS modules

I did this already a week ago, so you probably have noticed already: two
modules were added to the CVS repository:
* cstk_datasets for example datasets (to assess & demo the code) 
* cstk_settings for the example XML settings documents (for a similar
purpose)
(they were in the cstk_devonly module before)
