[css2xslfo-support] Setting the border-color

Hi Werner,

sorry for boring you again.

I have the following:

div.copyright_notice {
  border-color: #000000;
}


...
<div class=3D"copyright_notice">....</div>

The generated FO files does not contain any border-color attribute.
Bug or feature?
