#9 Warnings for absent XHTML namespace and empty XSL-FO result
A common error is forgetting to set the XHTML namespace on the "html" tag. Another is to forget setting the body region when another XML language is used.
In such cases, and for other causes of empty XSL-FO documents, a warning should be written.
