Log:
Upgrade to use sigc 2.0.  All users will need to install libsigc++
2.0.6 or newer.  Version 1.2 is no longer needed.

==> WINDOWS USERS: The project file needs to be updated to point to the
sigc 2.0 library and headers.  (The scons build has already been updated.)
