What steps will reproduce the problem?
1.enable ZRTP on Both Android clients
2.Registered Sucessfully
3.call started but with SRTP only not ZRTP

What is the expected output? What do you see instead?
Show SAS of ZRTP

from my understanding the ZRTP is based on the media session , so if the server id direct media enabled , the clients should be responsible for crreating ZRTP SAS message , so no need to ZRTP configuration by the server since it`s out of the media session

I've successfully tested the same scenario with FreeSwitch.

From the ZPhone Asterisk page: "The standard unmodified Asterisk PBX does not allow (ZRTP) encrypted calls."
