#2864 Add option to disable new voice messages notifications

What steps will reproduce the problem?
1. Receive a voice message in your SIP box
2. You get a notification
3. Don't check the messages and you get the notification *every single time* CSIPSimple reconnects to the network.

I would like to be able to disable notifications of new messages.

I'm using 1.02.03 [r2457]

I cannot easily delete messages on my Asterisk server due to a configuration issue, so not being able to disable notifications is particularly annoying.
