#2660 Galaxy Note 3 Kitkat + OpenVPN = Error While Registering Forbidden

What steps will reproduce the problem?
1. Connect to SIP Server via VPN, so i connecting with OpenVPN
2. I create user profile then connect
3. Error While Registering Forbidden

What is the expected output? What do you see instead?
When my phone still Jelly Bean those steps above are working. After i upgrade it to KitKat then the problem appears. The error message is "Error While Registering Forbidden"

What version of the product are you using? On what device / operating
system?
Samsung Galaxy Note 3 SM-N900 Exynos
I am using CSIP 1.02.00 [r2364]
OpenVPN Connect 1.1.13 (Build 53) Core 3.0 ARMv7 32bit

Please provide any additional information below.
I really sure don't have mistake in creating user profile,
because when i try this setting on another phone with jelly bean there are
no problem at all.
