You need to change that. I'm not sure if installing the RPM will help, since the installer still won't find the directory. But maybe it detects that you have a recent version of URI then and doesn't try to install one by itself. If you think you've got all the stuff that was named as a failed dependency, you can try to install the rpm with the --nodeps flag.
