[CSCMail-Users] CSC Mail 1.7.8 -- SMTP mail not working

I upgrade cscmail 1.6.1 to 1.7.8 and ran the migration scripts.

I can receive mail fine but can't send it.  The program acts like the
mail is being sent -- no errors but nothing gets written to the sent
folder and no mail is received.

I looked at the upgraded email accounts -- the settings are fine.  I
added some new accounts -- still no outgoing mail.

What is going on?
