You can get it from gnome's cvs server... 

export CVSROOT=":pserver:ano...@an...:/cvs/gnome"
cvs login
(hit enter when prompted for a password)
cvs co libart_lgpl

That will leave you with a libart_lgpl directory that has the source in it...

cd libart_lgpl
./autogen.sh
make
make install

Also, there is a site on the web that has a tarball of libart_lgpl but I
haven't found it recently...
